The Delhi government’s Anti-Corruption Branch (ACB) has uncovered one of the capital’s biggest healthcare procurement scandals, involving alleged irregularities in the purchase of medicines, surgical consumables and medical equipment worth around ₹650-700 crore through the Directorate General of Health Services’ (DGHS) Central Procurement Agency (CPA). The investigation began after the Directorate of Vigilance flagged suspected manipulation in government tenders, following which an FIR was registered on June 2 under the Prevention of Corruption Act and criminal conspiracy provisions of the Bharatiya Nyaya Sanhita. Investigators allege that officials deliberately drafted tailor-made tender specifications to favour select suppliers, excluded genuine bidders, and approved purchases at highly inflated prices, causing massive losses to the public exchequer. The questioned procurements include portable X-ray machines, C-arm radiological equipment, anaesthesia workstations, oral rehydration solution (ORS), surgical consumables, medicines, bed sheets and linen supplied to Delhi government hospitals. So far, the ACB has arrested former DGHS chief Dr. Vatsala Aggarwal and former CPA Head of Office Dr. Vinod Kumar Ranga, while former Deputy Controller of Accounts Neeraj Chopra has also been taken into custody. Investigators are examining procurement records, financial transactions, missing official files and the money trail to determine the involvement of other government officials and private vendors.
